They will do so in the context of a rapidly evolving digital landscape that both empowers modern democracy and threatens to undercut it. Across that digital landscape, citizens have constant access to information—but also to misinformation and disinformation. They can engage for change, educate themselves, and advocate in new and different ways—but their digital experiences are shaped by algorithms that often deepen siloes and insulate echo chambers. They can connect with like-minded people, parties, candidates, and movements—but they are potentially vulnerable to actors seeking to exploit division, erode trust, and even undercut democracy itself.
